Exclusive: North Korea plans agriculture reforms

BEIJING (Reuters) - North Korea plans to allow farmers to keep more of their produce in an attempt to boost agricultural output, a source with close ties to Pyongyang and Beijing said, in a move that could boost supplies, help cap rising food prices and ease malnutrition.

The move to liberalize agriculture under new leader Kim Jong-un, who took office in December 2011 after the death of his father, would reverse a crackdown on private production that started in 2005. It comes amid talk that the youngest Kim to rule the impoverished North is considering reforms to boost the economy.

"Peasants will have incentive to grow more food. They can keep and sell in the market about 30-50 percent of their harvest depending on the region," said the source.

At present, most farm output is sold to the government at a state auction price that has diverged from the market rate.

It was impossible to verify the plan independently in North Korea, one of the world's most closed states, although the source has proved reliable in the past, predicting North Korea's first nuclear test in 2006 days before it was conducted, as well as the ascent of Kim's uncle, Jang Song-thaek.

The plans come as some websites run by North Korean defector groups have said the price of rice - a staple food - more than doubled at the end of August from the start of June.

The surge in rice prices, cited by DailyNK, a North Korean defector website (www.dailynk.com), was driven by a fear of economic reforms that could in fact be punitive, like a 2009 currency revaluation that confiscated most peoples' savings. This report also could not be independently verified.

North Korea experienced a devastating famine in the 1990s from which its economy has not recovered, and a third of its population is malnourished, according to U.N. estimates. The country needs about 5 million tons of grain and potatoes to feed its people and since the early 1990s its annual harvest has been 3.5-4.7 million tons, according to most observers.

Experts in South Korea believe the North desperately needs fertilizer to boost yields in a country where soil has been degraded by erosion due to poor farming techniques.

A recent visit to Beijing, North Korea's sole major economic and diplomatic ally, by the youngest Kim's uncle Jang appeared to be aimed at economic reforms in North Korea, whose centrally planned economy is smaller than it was 20 years ago.

North Korea wants to attract Chinese investment to help it overcome tough sanctions imposed in retaliation for its nuclear tests. Kim also aims to deliver on a promise to make the North a "prosperous" nation by 2012 and to banish memories of his father's austere 17-year rule.

But it is unclear how far Kim Jong-un can go in liberalizing the economy without losing his family's firm grip on power, most independent analysts say.

The source said a September 25 meeting of the Supreme People's Assembly, the North's rubber-stamp parliament, was likely to discuss "economic adjustment", but was unlikely to result in any major steps forward.

The phrase "economic adjustment" has been chosen carefully, the source added, noting the North's decision not to use the old catchcry of its key ally, China - "reform and opening up" - should not be misinterpreted as a lack of reformist will.

Instead, the source said, North Korea was indeed trying to follow in the footsteps of China but was avoiding the phrase coined by Beijing because of an unfortunate quirk of the Korean language. "It won't be called 'reform and opening up' because it sounds like 'dog fart' in Korean," the source said.

This is the second time this year that the parliament, which rarely meets, has been assembled this year, triggering speculation in the North Korea-watching community that it could be a forum for announcing major reforms.

The source said North Korea also planned to make its 1.2 million-strong military - one of the largest armed forces in the world - food self-reliant by modeling its production model on China's armed forces.

"The food (shortage) problem will hopefully be resolved by learning from the Xinjiang Construction and Production Corps," the source said, referring to the sprawling quasi-military network of state farms and factories in northwestern China intended to secure stability in the restive region by developing the economy and helping control borderlands.

The Xinjiang corps was founded in 1954 by late vice president Wang Zhen. As of March 2011, more than 2.6 million people lived in the corps' 14 divisions, which cover a combined area of more than 70,000 sq km (27,000 sq miles). The corps owns 179 farms, 1,400 enterprises, 13 listed companies, universities, media outlets and medical institutions, and its output was worth 75 billion yuan ($11.9 billion) in 2010.

North Korea's military also has significant economic interests and its armed forces are required in part to feed themselves as transport and a central distribution system have broken down, while fuel is in short supply.

The armed forces also have little to do, experts say, to occupy their time, and so farming is encouraged and praised in visits by Kim Jong-un and by his father Kim Jong-il, whose "field guidance" advice trips were a staple of North Korean state media reports.

The source said boosting the army's food self-reliance would not be a major change in North Korea's "military first" policy. "Hopefully, the military will become (food) self-reliant. It will be given land to grow its own rice and vegetables."

The Power of a Positive AttitudeThis may sound a wee bit strange to you? But, I want you to listen to your thoughts ? and now tell me, what kind of thoughts fill your head? Would you label them as positive or negative?

Now let?s say you are walking down the street with these thoughts. Do you think anyone you met would be able to tell you what?s on your mind?

Although people will not necessarily be able to tell you exactly what you are thinking, they will more or less get an idea of how you are feeling.

Here?s another question. When you enter a room filled with friends, do they all go quiet as if something terrible had happened? Or do they all perk up as if something exciting is happening or about to take place?

To be honest, the answer to these question depend upon your frame of mind and what you are feeling when you enter that room.

Thoughts are very powerful. They affect your attitude, your outward appearance and they send out a signal to others of you being available to communicate with or not!

Your attitude can also affect people around you.

Positive thoughts have a nurturing effect. They are definitely invigorating. ?Also, the people around the person carrying positive thoughts are usually energized by this kind of attitude.

Negative thoughts on the other hand have a draining effect on other people. Aside from making you appear gloomy and sad, negative thoughts can turn a festive gathering into a gloom-fest!

A positive attitude attracts people, while a negative attitude repels them. People tend to shy away from those who carry a negative attitude.

We can also define attitude as the way of looking at the world. If you choose to focus on what?s wrong in the world, you?ll have a negative attitude percolating. However, if you choose to focus on what?s good, positive and uplifting, you are more likely to have a positive attitude.

A positive attitude begins with a healthy self-image. If you love the way you are and are satisfied, confident, and self-assured, you also make others around you feel the same way about themselves and you.

Although it is impossible to keep ourselves from the negative things around us, you can still carry a positive attitude by focusing on the good things, the positive things in life. It?s also very important to recognize that for every *bad* thing to exist, there is a *good* thing of equal size in existence? one needs the other to exist!

By carrying a positive attitude you can be of benefit to other people. Sometimes when other people feel down, the thing many people do is try to give them advice. But sometimes, all they need is somebody to sit by them, and listen to them. If you have a positive attitude you may be able to help them without even having to say anything.

If you feel overwhelmed by troubles, even in your darkest hour, focus on the good things in your life, you will always have hope. Problems become something you can overcome.

You don?t have anything lose by adopting a healthy, positive attitude. Studies show that such an attitude actually slow the aging process down, makes you healthier, helps you develop better stress coping strategies, and has a very positive effect on all the people you meet every day.

So, what?s not to like about a positive attitude? Adopt one today!

Kacsmar: Offenses won't feature 2011 fireworks

Expect QBs to regress, defenses to improve and coaching changes to cool things

The 2011 NFL season presented a unique brand of football. It required record keepers to practically throw away the pages related to passing yards.

Dan Marino, spending his retirement days watching bad Dolphins football and seeing most of his records disappear, held the single-season passing yardage record (5,084 yards) since 1984. Drew Brees shattered that last season with 5,476 yards. Brees broke no fewer than 10 passing records in 2011.

Cam Newton (4,051 yards) broke Peyton Manning?s rookie record for yards, and became the first quarterback to ever start his career with back-to-back 400-yard passing games. In total, three quarterbacks passed for over 5,000 yards, and the same number threw at least 40 touchdown passes.

Some think 2012 will be even more offensive. But before the 6,000-yard passers start piling up, you may want to consider what made 2011 so unique, and why this season should offer more resistance from defenses.

Lockouts and kickoffs
Not since the season before the Super Bowl began (1965) had we seen a higher-scoring season ? the average 2011 game consisted of 44.36 points ? or a league-wide yards per attempt (7.20 YPA) this high in the passing game.

Spikes in offense can often be traced back to NFL rule changes. That was certainly true for 2011. Before we could even see the impact of the new kickoff rule ? moving the kickoff five yards to the 35 ? there was a long wait for the players to report because of the lockout.

Most assumed the offenses would be behind the defenses without a full offseason and training camp, the immediate results were the exact opposite ? offenses lit up the defenses. Four of the five highest-scoring weeks in 2011 were in the first five weeks. Things calmed down for a bit, then the offenses thrived again during the final five weeks.

There was no player lockout this year, but the referee lockout could have a significant impact. Should the replacement refs last long (they seem gun-shy to throw flags), it could mean more rough play, which benefits the defense and hurts the safety of the quarterbacks.

Referee dilemma to be decided, one thing is for sure: there will be a lot of touchbacks again. With the new kickoff rule, the league went from a touchback rate of 16.4 percent in 2010 up to 43.5 percent in 2011.

According to ESPN, the average line of scrimmage after a 2011 kickoff was the 22.1. That is a drop of five-to-six yards from the four previous seasons. There were more yards to gain for the offenses in 2011.

Offense has been trending upwards the last few seasons, but the kickoff rule alone can explain why offenses averaged a record 346.8 yards per game in 2011.

Schedule correlation
Last year?s most prolific quarterbacks were Drew Brees, Tom Brady, Matthew Stafford, Aaron Rodgers and Eli Manning. What do they have in common? They played a lot of the same (bad) defenses.

Rodgers and Stafford both played in the NFC North, meaning they only played two games against different opponents. The NFC North played the NFC South, which means Brees also played a lot of similar opponents. Manning and Brady played 10 of their games against the AFC East and NFC East.

This is similar to 2004 when Peyton Manning and Daunte Culpepper each played 10 of their games against the downtrodden AFC South and NFC North defenses, or in 2007 when Tom Brady, Ben Roethlisberger and Tony Romo (top three in touchdown passes) played two of the same divisions.

Most of the league?s best defenses in 2011 were in the AFC North and NFC West. How will Rodgers and Stafford fare now that they face the NFC West defenses this season? That's one new challenge.

There are others.

New Orleans will try to get the job done without offensive wizard Sean Payton coaching the team all season. New England?s offensive line looks shaky, and incorporating Brandon Lloyd downfield means Brady will need better protection. Stafford does not have a track record of consistent success and durability. The New York Giants will be playing, as it stands now, the league's toughest schedule in what should be an improved and ultra-competitive NFC East. Green Bay looks poised for another huge year offensively as long as they don?t delegate offense from Rodgers to an overrated running back like Cedric Benson.

Before making those predictions of 6,000 yards and 50 touchdowns, let?s just see if 5,000 yards and 40 touchdowns are even repeatable for last year?s lockout-driven, bad-defense-pummeling, top-ranked offenses.

The 2012 additions
Finally, some new faces should change the NFL landscape.

There will be 10 rookie or sophomore quarterbacks starting in Week 1. With a number that high, there is a good chance at least five will be a nightmare and be replaced by season?s end. That can drive down the league?s offensive production.

The three teams that ranked in the bottom of the league at points allowed per drive (Indianapolis, St. Louis, Tampa Bay) all have a new, defensive-minded head coach.

In an Irsay-esque move, rookie coach Chuck Pagano brings the 3-4 defense from Baltimore to Indianapolis, but without the Mayflower. Also without Ed Reed, Ray Lewis, Haloti Ngata or Terrell Suggs. Jeff Fisher brings cornerback Cortland Finnegan with him to St. Louis as he tries to rejuvenate a team that has gone a record-worst 15-65 (.188) since 2007. Rookie NFL coach Greg Schiano comes from Rutgers to get Tampa Bay back on track. Four of his first five draft picks were on defense, including Alabama safety Mark Barron (No. 7 overall).

Yes, the return of Peyton Manning and replacement of Tim Tebow in Denver should by itself increase the league?s offensive production, but have you seen the New York Jets play offense yet this year?

There are enough differences from last year to make an educated prediction that we will not see the offenses continue to dominate the defenses the way they did in 2011.

It will be close, but you can save the 6,000-yard predictions for the 18-game regular season, which should be arriving in ? hopefully never.?
